Mystery Tube Under Passenger Side

Recently noticed a black tube hanging under the passenger side of my wife’s explorer. Does anybody know what this is?

Looks like wiring conduit, was this vehicle owned by someone else before? Maybe they had wires in there?

Recently noticed a black tube hanging under the passenger side of my wife’s explorer. Does anybody know what this is?

I'm not sure what that might be. It appears that it was cut as there is another end as well. How far can you trace it back?
I noticed that the tire is worn out and appears to be down to the wear bars. It looks like new tires would be a priority, especially if they are all like that.

As peterK pointed out, tires.. Also looks like to much negative camber. Front end alignment needed..
