Mystery wobble

Hey guys my wife's 04 explorer has a weird wobble that is really throwing me off. I think it's gotta be front end because you feel it in the wheel but you also feel it almost up and down in the pass seat. Mostly noticable when going town speeds. No clunk or grind. No sound at all.

I found a little play in the inner steering tie rods and the rack was leaking so l replaced it. Wobble still there.

I did the typical wheel bearing wiggle test 12/6 o clock and felt no wiggle.

I checked outer tie rod ends and saw no play (new rack but kept old ends)

I checked upper and lower ball joints by jacking under the a arm (to keep it in neutral position) and did the wiggle at 12/6 o clock and felt no play.

What else could it be? Strut bushings or a arm bushings (but wouldn't they clunk?),

How do you test those things?

Did l test the other things right?

If the joint wasn't bad enough to see visible looseness, could it be creating this wobble?

Please help, lm going crazy.

Up and down would have to be wheels. I’d think. Spin the wheels and look for a high spot, which would indicate a tire belt issue.
