No check engine light when I want one!

93 Aerostar
This is a 93 Aerostar with 176K. It went for smog today and even though it passed the sniffer test by a hair, he failed me because he said first that I had a code indicating incorrect timing and then because my check light did not come on. I checked the fuse panel and cannot find a fuse, I then turned the key on to verify no check light before starting. I assume it is the bulb. If I am correct will someone tell me that is the only possibility please!
 












Thank you, that was correct! Any ideas about why it ran better with timing advanced instead of being at 10 degrees to make the smog guy happy? It coughs a little now, maybe it's because I disconnected the battery to reset the codes I had, 22, 25 and 52? The light Has not come back on by the way.
