OK, I found one headlight adjustment rod...

...but not two. I looked all over the housing and only found 1 per headlight.

Is it possible that on later models there's just an up-down adjustment, but no left-right?

correct. it says so in the manual. only 1 rod. up down

headlight adjustment

on my 98 xlt if you unscrew the signal lights and pull them out you will see another adjustment screw for left-right adjustments. i think ford makes them hard to get to so people don't mess with them.

Ahhh! That makes sense - that's the only side of the housing I couldn't see! Fortunately only my up/down is messed up.
