Paint bubbling up on ’03 painted rim, what to do? pic

Whats the best way to touch these up? They are off an ’03 (junkyard) aluminum and the paint is bubbling up. Any easy way of cleaning them up?

nothing will look pleasant other than refinishing.
See if there is a "wheel Worx" in your area.

Exactly what MONMIX said... can't really touch that up. Maybe refinish them, which isn't really that hard.
