Parking Brake Question

My parking brake does not want to engage or it seems it doesn't want to when I press the pedal. I have noticed it works slightly sometimes and doesn't most other times. I had someone adjust it with no results. I believe he said the shoes were fine.

Question is should I replace the cable, the pads or both and how do I do that??

I'm asuming you have rear disc brakes, Have you checked the emergency brake pads? Or you may have an axel seal that is leaking cousing the eb not to work due to the axel fluid getting the pads.
