That is basically a resistor with a potentiometer which "tricks" the maf meter. I recommend getting a real tuning solution like SCT. It is a bit more expensive but it works. Just perform a search on these forums on what everyone uses. If you have any questions feel free to contact me.

Snake oil. Take James' suggestion to heart. You get what you pay for. Performance rarely comes cheaply.
