Possible Harmonic Balancer?

I have the 2006 xls, with the 4.0l engine at idle the pulleys for alternator, power steering, ect., all seem slow the harmonic balancer wobbles some, and the tensioner pulley wobbles some, the steering gets hard when it drops down to normal idle range and occasionally the battery light or check charging system light will come on, it goes out after giving it a little gas, could this be the harmonic balancer going out?

Take the belt off and examine each with your hand or by spinning. Any play in the balancer ?
