Question, regarding brakes

I recently purchased a 1998 Explorer in excellent condition. The former owner stated the front brakes (pads) would due for replacement in about 600 miles. I don't want to wait that long. My question being, what type of replacements would better? Do I choose semi-metalic, or ceramic? I drive in NYC, stop and wait traffic. Thank you, so very much, Ed.
