I have 4 lights I'm installing on an extra rail I got off another 98 explorer like mine. I was wondering what the best way to run the wires is. Any suggestions?

There is a thread about this, I think its a sticky in the lighting section. There have been a few different ways, one is to just run them in through the driver side back door or the back hatch. You could drill a hole if you wanted but you'd have to worry about leaks that way. Good luck!
