The child safety lock is one thing but I believe the rear doors have to be unlocked in order for them to be opened from the inside. The child safety lock will not allow you to open the doors from the inside locked or unlocked. Try unlocking the door first and make sure the child safety lock is not on.

There's a plastic cam on the inside of the door handle. If one of the lobes breaks, the handle won't work. Usually happens if handle is pulled too hard. If this happens, handle is usually ****ed outward slightly and is hard to notice unless you compare it to a working handle. Only fix is replace the handle. They're pretty cheap at junk yards.

You can also get the replacement handles at FORD for for about 14 bucks if I remember correctly. I had to do both of mine a few years ago. Pretty simple, just have to take off he door panels and switch out the handle assemblies.

The rear doors on my 96 are kinda hard to open. They got to the point where you felt like you were going to break the interior door handle trying to open them. I shot some silicone spray on the mechanisms multiple times. They open ALOT better, but they still require more effort than the fronts.
