Rear hatch problem

Im not sure what category this thread is supposed to be in but im posting it in this one. Okay that said, I have a problem with my rear hatch on a 99' Ex Spt the problem is the button to open the rear hatch will open whether locked or unlocked. Im not sure what the part is but it controls the window locking. There is a small rod on this part that keeps the window from opening when it is locked. Anyone know what this is?

I know someone has to know what this part is..... its located on the very top if you have the hatch pannel off.. Below the window latches

Finally got around to adding a picture i hope this will help someone identify what this part is.. It controls the push button entry on the back hatch.

The problem will likely be the connection between the latch and the locking rod/cylinder. There is a rod that connects the locking key cylinder or actuator, and the latch. There is a hole on the latch where the rod connects, that is likely what is not right. Find those parts and you should see the issue. Lubricate all of the parts, except the cylinder. Special lubricant is best for the key cylinders. Good luck,
