Check the most obvious thing first, the bulb itself. If the bulb looks good, check the wiring. If you are getting voltage through the wiring, the bulb is bad. Sometimes the filament looks good, but the base of the bulb has gone bad.
probably the low beam filament is burned out. when checking/changing headlight bulbs do not touch the glass part of the bulb with your fingers, or they wont last very long.
