Safing Sensor help Code 21

My Air Bag light is blinking a code 21 which I understand means the the safing sensor is not mounted properly. Where is the safing sensor so I can insure that it is mounted properly?

I searched "explorer safing sensor picture" on google and came up with this.
It makes me think it is part of the "clock spring" assembly

I also found a wiki reference to the 21 code actually being a "diagnostic monitor not attached to vehicle properly" when I used the search term "explorer safing sensor"

In the "past", there was a post related to a problem with the "safing sensor / monitor"... its on the passenger side... can't remember engine side of the firewall or the under the dash.... check the plug / grounding. BUT you might want to take precautions by disconnecting the battery JUST IN CASE, you set off the air bag system in some strange way since the two are "related a bit".
