Do I need to take to dealer to diagnose? How do I know if it's the steering wheel sensor, module or the rack? Also turn signals traction control and terrain management lights are on.

Use forscan to check the stored DTC . There is a mobile app its 5 bucks but worth it if u have an ELM adapter

There are a few sensors or things that can only be fixed by replacing the entire rack. The EPS rack is not cheap either (800+)

In most cases if theres an issue with the rack a warning will pop up on the dash saying "power steering assist fault". Sometimes people can pullover & restart & the electric steering rack or EPAS starts to work again and the warning goes away, however that is only a temporary solution. The steering shaft is also an issue on these. If its binding up bad enough it is possible to trip codes in your system or to have them pending in the system. The warnings you are getting seem more like a bad clockspring due to signals, trac control & terrain mgmt lights being on. In any case you need to have a scan done either through Forscan or IDS
