Starting problem

I have a problem when starting my 92 Explorer xlt, if it hasnt been started in a while I have to turn the key like 15 times until it starts, with each turn of the key it gets closer and closer to starting, but if it had been running in the past few hours and I go to start it up theres not really a problem, it seems like it may be the fuel pump from what I have read on other forums. What do you think it could be? Thanks

maybe fuel pump but i would change fuel filter first
