Stuck between defrost/vent/floor. Is it the blend door?

'05 Mountaineer is stuck on floor/defrost and vent/floor. Is it the blend door actuator?

It has manual temp control. I hear the vacuum when the switch is turned to different positions but nothing changes.

Normally the blend door will effect the temperature of the air and not necessarily the location the air is directed. A lot of times the blend door will make a popping sound as it is trying to move the actuator to change the temperature. Sounds like a vaccuum problem or a bad switch. I often feel air coming out of my floor and defrost, as well as vent and floor. I am thinking I have a bad switch, but am reluctant to buy one until it is confirmed. Do these switches go bad?
