The parking brake is a drum brake setup within the rear brake rotors. Remove the rear rotors, and check the shoes for "stickiness". If it's the shoes that are stuck, remove them, lubricated the points where they contact the backing plate with a small amount of white grease and reassemble. If it's not the shoes, start checking your cable for corrosion.

Hope this helps.

My explore (94 4x4) sat at moms for a few months. I knew I had to change the idler pulley, battery and serpentine belt...DONE THAT! Now, Blue (that's her name) sounds much better but she will not move. Rear brakes are stuck I think. I ruined the front of my ladys car trying to push it. I can't get tire or rear drum off on driver side. I could use a little assistance from the wonderful folks here who love their EX as much as I do.

on the backside of the backing plate, on the bottom half, you should see an oval'ish rubber plug. Remove this, and you will be able to get to the star adjuster.
Loosen that (can't remember which way loosens it...) with a flat-head screwdriver, if you don't have access to a brake spoon.

Then get a rubber mallet, and beat around the hat to try and break the brake shoes loose.
