Tach does not work at all

Well the first problem is the tach, it doesn't work at all in fact the needle is under the stick that usually sits the needle, the only time it works is when it feels that im revving to high at which point the needle turn outwar and starts heading towards the redline and thats sometimes.It really is starting to annoy me does anyone know hot to solve this problem? your help will be greatly appreciated

try to pull the gauges and put the needle on the correct side of the post... thatd be my first step..
when i pulled my gauges to scrape off the green film, i was playin with the needle and noticed that it could spin 360* and sometimes when i let go just past 180* it would continue clockwise and rest at the underside of the stopper post.
 












Yeah thats exactly where it sits 360* but the weird thing is,wouldn't it just be hanging instead of being held right where it is?
 












either way, you're gonna have to pull the cluster. just start simple and get the needle where it needs to be.. even if you have to solder the board, its not a big deal..
