I was attempting to replace my thermostat and could not get the 2nd bolt off and the head of it has snapped off.

I've tried using vice grips, heating it, Sea foam deep creap, pb blaster and no luck. There isn't enough room to get in there with a drill.

Any ideas?

screw extractor. Requires drilling a small hole, but you could get in there with a right angle drill. I've even rigged up a 1/4inch air ratchet with a 1/4inch socket and one of those quick connect 1/4inch hex drill bits before. Kinda ghetto, but you won't have to drill much.
you should be able to fit an extractor in there and tap it with a small hammer, or a punch on it and hit the punch from the radiator area.
Good luck

Another choice is welding a nut to the end of it to help remove it if you can't get enough room to use an easy out bolt extractor.
