Throttle Cables

I was thumbing around under the hood today. After removing the plastic cover that prevents people from thumbing around in the engine compartment I noticed a cable that is parallel to the throttle cable. It is a plastic pushrod type cable in a sleave and runs up over the back of the engine and into a module behind the washer fluid container.

What does this cable do? Is it a vacuum advance thingy or something else? Anybody know?

Oh yea, I wanted to know cuz I broke the cheap plastic snap holding it onto the throttle.
