When I have my tilt steering in any lowered position and I shut the engine off, a chime goes off when I open the door. Also, all the locks will not open from the outside driver's door when the tilt is in a lowered position.... Anybody ever hear of this??

my guess is that you have a clockspring and / or key switch problem. The vehicle thinks your key is still in the ignition in the lowered position.

Could that also affect the locks??

do you have "autolock" enabled... ie. do you locks lock automatically when you turn your truck on? you could try disconnecting the battery to "reset" the RAP module.... maybe???

I can tell you the clock spring had NOTIHNG to do with the issue

Look for BK/PK (at least in 96) coming from your steering wheel / column... this wire comes from your ignition switch / key "sensor"... it should not have a grd on it when there is no key in.
