Tilt Steering Stuck

Here's another question. My 9 year old son (and his friend) somehow managed to get the tilt steering in my 91 XLT stuck in the full up position. Anyone know to un-jam it short of tearing down the steering column?

this happened on my 91 and it turned out to be I was missing the mounting screw for the plastic trim that goes around the bottom half of the steering colum. So when the wheel was tilted up in the highest position & then I tried to lower it, it would appear jammed and stuck up. Try pushing the bottom plastic trim up against the colum & hold it there while you pull the tilt lever and try to lower it. Let me know..
