I Have A 2004 Ford Explorer XLT And I Was Looking To Swap My Factory 17"s With New Ones, Will I Need A Different TPMS For The New Wheels or Could I Use The Old Ones or Will I Just Loose My TPMS.?

Wherever you have your new wheels/tires mounted should be able to swap them over for you and should include it at no charge.

However if your new wheels and tires happen to be for off roading purposes, you may want to consider removing them and placing them in a pressurized container in your car. That way you can air down your tires while on a trail and not have to deal with the warning lights.

Does that actually work? I thought they had to detect when they are being moved (ie, spun around on a tire) or something like that in order to work.

Well having read about guys wanting to do it in here I ran the idea past a buddy of mine when he lifted his F150. His have been in a piece of pressurized galvanized pipe for about 4 months and its working fine. Honestly I haven't tried it on mine, so you may have a better knowledge about it than I do.
