Is the Torque converter only locked up on OD? Or is it also locked up in 3rd?

On the 4R70W, the TCC MAY be electronically applied in 2nd, 3rd or 4th, and may also be "modulated" in those gears. (Reading out of the Ford 4R70W shop manual - believe me *I* have no knowedge beyond what I just read and quoted.) It is hydraulically disabled in 1st.
