I tihnk that is called the "Evaporator" for the A/C system and do not disconnect that piping unless you plan to evacuate and recharge the A/C system.

If its not the evaporator line, then it is the line going to the heater core - which you can disconnect but just watch out for coolant.

Okay, but how can I reach spark-plugs without touching the Evaporator, cause my friend said he couldn't reach it.

The evap. is what produces cold air when you turn on your AC and it is an important part of the AC system. Your EX will run just fine with out it. But you wont have AC if you were to remove it.

You can get the spark plugs no problem, go through the wheel well as mentioned
