Vent Selection doesn't work, how to change it manually?

So, my vent selection not working anymore. I can turn it on and turn off by the switch. In every position it blows on the windshield, on legs and to the 2nd row from the middle bar.
I've removed glove box and checked the vac lines and they seems to be fine.
I've found actuator that operates the door I need to open:

It's not reacting on the switch, so I've decided temporary open it by hand. I pushed the rod of actuator but it closes back and I can't fix it in open position. Is there solution how to manually switch it to open door?

I also really want to fix the whole system, but I don't know how to find the problem. I've traced the vac lines and it seems to be ok (As far as I can see without removing the dash). I've seen some videos on YT with the issue under the hood lines, but it's also seems to be ok (but I can't see the end of lines behind intake manifold)

I've also found actuator under the hood:

It's also has a rod, but it's not moving after engine start or after changing vent position. Should it?
I've pushed the rod manually while engine is working, but nothing happened.
What should I check?

Is this system works only on vacuum or there is something electrical? Maybe I should check some fuses?
