washer fluid issues

My 99 has a few issues I was wondering if anyone on here has the same issues and any ideas on how to fix them. First of all I've had my explorer in the shop 3 times in one week or try to get pay washer fluid fixed, the first two times it did nothing, the third time I got it back it worked for about 3 days and quit. My fluid is fine, I don't know enough about washer fluid things to tinker myself. Another issue is that the back wiper won't work, it's because the glass from the window latch is in it's way, that also I don't know how to fix.
 






is your washer fluid frozen, maybe? warm up car, thaw it out, run the old fluid out, and add fresh fluid that is freeze protected...
 






I've been playing with this issue on my '99. First things first: Does the pump operate the rear washer? If it does, then you might be having an issue with the "park" function of the rear wiper. Logic tells the body computer that if the rear wiper motor doesn't get the rear blade into its home position, washing to the FRONT nozzles will be disallowed. This function disallows the pump from trying to operate the front/rear at the same time. If you have washer fluid function at the rear, check the adjustment of the rear stopper & arm. Thin sheet metal on the rear lift gate deforms over time, distorting the placement of the rear wiper stop. Tricky little stinker. If you're still reading…I removed the rear gate inner panel, checked mounts for the rear motor, and *gently* pushed out the crescent shaped dent around the rear garnish. Then I adjusted the arm, and shimmed the rear wiper stop. If you look closely, you'll see this crescent shaped depression on nearly all 2nd gen Explorers. Also, use of GOOD wipers will help get the rear blade onto the glass and parked properly. I grabbed some nice teflon coated OE Toyota blades. Obviously, I have far too much time on my hands.
 






Replace the washer pump relays, they are in the relay box on the passenger side near the air filter.
