What could be the problem?

I have a 2003 xls, I have no engine modifications but a factory replacement K&N. The a/c blows cold but does not blow hard out of the vents. At setting 1 you cannot feel the air, 2 feels like 1 should be, 3 is maybe normal, but 4 sounds like a hurricane but does not blow any harder than 3. Has anyone ever had this problem?

It does the same either way. The air coming out at #4 is weak, but sounds like a hurricane like something is blocking it.
