...and how do I remove it?

(not my truck, just grabbed an image from google)

It's a trim piece held on by two bolt/nuts you can reach from under the body, as well as two plastic tabs/clips. The plastic piece over the paint-chrome border is held on with a screw.

The nuts turn, but I couldn't get any actual loosening so I think there's a bolt head I can't access, and I think it's under the plastic piece. Taking the screw that secures the plastic out (located on the inside of the wheel arch) doesn't let me pop it off easily. How does that plastic strip come off?

Any help would be appreciated.
 






First spray the bolt with pb blaster. Wd40 will not work. Use good stuff.

Then. grab the end of the bolt with some vice grips, then turn the nut. Put the box end of the wrench on first of course, then the vice grips. You'll ruin the panel doing this, and used ones are hard to come by for just this reason.
 






Would taking the bumper off make it easier?
