Is a rubber band stock equipment?

While installing a set of mud flaps on two different 2016 Explorers, inside the passenger's side rear I found a rubber band (not a strap or cable tie) holding some type of wiring harness in place.

Is that standard equipment on the Explorers?

Anyone else find this?

I found this "rubber band" at the same spot you described on my 2011. Did you ever find out what it's for? I only found this "rubber band"on the rear passrnger side. Strange...
