With the seats A/C on. EX A/C set to 74 degrees and fan full speed. Seats did not seam to get very cool. Is ther a way to control the seat temp? I looked in the book and found nothing. Does the vehicle temp control what comes out of the seats?

I don't know the answer but I know if i put it full (3 bars) it eventually does get cold. It may take a while to feel it depending on what clothing (I hardly ever feel it much through my jeans). I've had to turn it down a few times so I know it does work eventually

I keep it on high for a few minutes, and then to low or it's too cool.

There is no temp setting.

What is undetermined is does it send max A/C to the seats, or does it send the temp that is set for the driver (mixed with hot).

I think neither and it's just blowing air through the seats at whatever temp is in the car

I found this thread:

http://www.explorerforum.com/forums/showthread.php?t=327100

It explains that it is not tied into the A/C...it uses a peltier device to cool with a fan blowing the air. So it is actively cooling, but you can only control fan speed and not temperature.
The Owner's Guide addresses the cooled/heated seats.
Cooled Seats
The cooled seats will only function with the engine running and will turn off if the engine RPM falls below 350rpm.

Press the cooled seat symbol to cycle through the various cooling settings and off. Cooler settings are indicated by more indicator lights.

Next option would be to check the air filter on the seat system.

Page 177 of owners manual available here:
Heated and cooled seat air filter replacement (if equipped)
The climate controlled seat system includes air filters that must be
replaced periodically.
Refer to Scheduled maintenance information.
The filters are located under each front seat and can be accessed from
the 2nd row foot-well area. Move the front seats all the way forward and
to the full up positions to ease access.
To remove an air filter:
1. Turn the vehicle off.
2. Push up on the outside rigid edge
of the filter and rotate toward the
front of the vehicle once tabs are
released, then remove the filter.

To install a filter:
1. First, position the filter in its
housing making sure that the far
forward end is all the way up in the
housing.
2. Push in on the center of the
outside edge of the filter and rotate
up into the housing until it clips into
position.
