2006 Explorer pumping gas issue

Recently it takes me about 20 minutes to fill my gas tank. It will only work if I let the gas flow at a super slow speed. From what I have read it appears to be an air venting issue. I took the vehicle to a local mechanic and they thought it was the charcoal filter on the gas tank. When they removed the gas tank they found the filter full of water. They drained the water and cleaned the filter but they did not have a new filter on hand so it was not replaced. They thought that by draining the water it could improve the venting. Unfortunately this did not help at all.

Will replacing this filter fix the problem I am having or is it most likely something else? They did not find any issues with the vent hose.

My 02 had the filler neck get rusty and about quit taking gas. I went to the junk yard for a used one and that done the trick.
