I’ve been shopping 2020 XLT Explorers and they all had the M button in Center of shift Knob, and paddle shifters on steering wheel. The 2021 XLT’s have a L in the Center and no paddle shifters. How would I lock out the higher gears with this system

From page 202 of the owners manual. It looks like you are not able to select a gear.

Low (L) - Vehicles without Paddle
Shifters
With the transmission selector in low (L),
your vehicle provides maximum engine
braking. You can shift the transmission into
low (L) at any vehicle speed. The intent is
not for use under extended or normal
driving conditions, and results in lower fuel
economy.

Is there a link to the 2021 manual on this site? I’d like to read thru it more

That's one of the changes made to some of the 2021 trims Michael. Not sure if you've seen this; Paddle Shifters Not Standard on all 2021 Trims
