If you meant that you put a rebuilt transfer case in:
did the rebuilt transfer case came with its own shift motor?
or did you reuse the one from your old one?
if the rebuilt transfer case came with its own shift motor, and because this rebuilt transfer is exhibiting the same symptoms as the first transfer case, i think the problem is electrical - not a problem of the transfer case.
I think the shift motors (uv had two of them on two transfer cases) are not getting enough power to turn the shift rod to the proper positions. this is rare as the transfer case is hardly shifted but wire corrosion does happen with age so who knows.
if you reused the shift motor from the old transfer case, then its the shift motor that was and is misbehaving.

If you meant that you put a rebuilt shift motor in: how is the fluid level of the transfer case? the fluid in the transfer case lubricates the shift fork assembly and the planetary gears when they need to be moved to the different configurations (2HI, 4LO, 4HI).
if the fluid level is fine, then the problem is either the motor is not getting enough power (as mentioned above), or the transfer case itself is mechanically ill. the electrical part rarely happens because the transfer case is not shifted very often. most of the time it is the latter - a mechanical problem. i have never cracked the BW-1354 so I cant really tell you whats going on. I could make a few guesses but they are just guesses and i dont want to lead u down the wrong path.
