99 Explorer with a power steering problem.

yes It does whine a little but i didnt think that it would make it shake

Add Lucas for P/S to it. Don't add too much. It will expand, and run out of the reservoir.

i used to have lucas in it but it turned black i tried to flush it but couldnt get all the old fluid out so im thinkin mabe get it flushed the right way

Black fluid is no good just like in an automatic transmission. Flush all of the old stuff out, and refill it with clean red fluid.

When I got air in mine (I drove a short distance without the serpentine belt) the wheel did shake when I turned the wheel either direction. I was able to get the air out by turning it all the way and holding for a few seconds in both directions.
