99 stock Explorer-Procedure for bleeding brake line

Just replaced front wheel bearings, rotors, and pads.
Getting a pulsating brake pedal.
Anyone have any suggestions what this can be or a procedure for bleeding front brake lines.
I rotated tires and still have the same pulsating pedal.
I disabled the ABS by pulling the fuse and still had the pulsating pedal.
