I over heated my engine pretty bad and now a mechanic told me that there is low compression in 2 cylinders. now my question, do the lifters and the cam need to be replaced in order for that motor to be rebuilt? thanks any help is greatly appreciated

unless the cam is damaged it will not have to be replaced but i would replace the lifters manly because of metal shavings from the oil just to be on the safe side

To properly rebuild an engine, the cam and lifters should be replaced. But before you jump the gun, are the two cylinders that have low compression right next to each other? If they are you have a blown head gasket and it may not be necessary to rebuild the engine. If it only has a blow head gasket, you may only need to pull the top end apart and have the heads checked for cracks/ warpage, replace the head gaskets and put it back together.

I'm with mrboyle...

Do some more investigative work before deciding on a total rebuild.

Then, once you do proceed, figure out just how much you want or need to rebuild. There are stages in any rebuild, from freshening up to brand new everything.

For sure, consider rings, cam bearings, rod bearings, possibly pistons and boring, crank turning, cam, lifters, etc. The measurements tell the true story. Depending on the amount of wear inside the engine you may need a total rebuild with machine shop work.
