Anti-theft light flashing rapidly

My 1999 Explorer cranks but won't start. The anti-theft light is flashing rapidly with the key in the ignition. No pressure in fuel rail. Tried removing battery cables and shorting together to reset computer. After reconnecting vehicle started immediately. When I returned home in the garage I shut off the vehicle and it won't start again. Anti-theft light is flashing. Tried removing cables again but it didn't work.
Tried a second key with same results. It appears that I may have a key issue. Is there anything else to try to determine the cure?

definately sounds like a pats issue. Could be keys or the pats module or the transceiver.
