I just called the "Troopers" office here in IL and asked them about the lights and they said (in IL) that it is legal to run only 5 bright (headlight, fog or driving) on the front of your vehicle while on public roads, biways and highways.
"5? Who would have an odd number of lights I asked?" and he said trucks with snow plows and such.
So here in IL you can run with your headlights and fog/driving lights on at the same time, but the fog/driving lights have to be aimed 3" lower than the headlights, is what they told me.
P.S. They wanted my name and address before they would tell me anything... I hope I didn't get myself in trouble or something.
