My 2WD XLS has 2 new tires and 2 with about 50% tread. Which end wears faster? Which should I put on the front to balance the wear? Thanks.

When I was in school rotating mines, my instructor had me put the more bald ones on the rear and the decent ones on the front...

Usually it's better ones on the drive tires. (rear if RWD, front if FWD)

IMO the powered wheels are the ones that wear out quicker.

I always run the better ones on the front. The front tires provide most of your stopping power, so that's where you should have your best tires.
