bumper mount help

So ok, i went to install my new 6'' lights on my bumper today. so i take the bumper off and am looking at where to put the lights. i find two problems. one is that i cant find a way to get inside, a place to get a wrench to tighten the nut on the inside. also, i dont think that i have enough bolt on the light to make it all the way through. hopefully this makes some sense to you guys and could really use some help. thanks.

is there away to get that plastic part of the bumper off, i think thats my big thing, not being able to get to the nut
