Correct Length Shock Absorbers

I don't know if this is normal but the last three sets of shocks I've bought for my 98 2wd explorer have been 1.5" shorter than the full travel of the front suspension. What the ####kk. Even the Ranchos I bought are short, I thought you wanted as much travel as you could get. The truck is completely stock, are the shocks themselves supposed to limit the amount of travel??? After blowing two sets of POS monroe sensacraps I'm worried about ruining the new Ranchos. I've been working on cars and trucks my entire life and never really noticed anything like this, maybe normal I dont know.
 






I wonder if theres a shock length difference between 4wd and 2wd?

I'm not sure but I'd love to see how most others fit. I think I need to get longer shocks for the front to get the full amount of suspension.
