Cruise control light just flashes but doesnt do anything

I bought a 99' Ford Explorer XLS about a year ago and I still haven't been able to get the cruise control to work. I am driving about 65 on the highway and when I go to press the "Set Accel" button after pushing the "On" button and all that happens is the cruise control light on the right side of the gauges will flash for a split second and that's it. I have already replaced the Buttons on the steering wheel and still only the right side of the steering wheel buttons light up.

My main goal is to get the cruise control working. Does anyone know what might be causing it not to work?

You may want to try to see if there's a stored code for the heck of it. It sould point you in a direction is there is.
