How to know if throttle position sensor is not working?

Not A clue as to what the readings should be but using A VOM set to ohms
will, attached to the connector pins give various readings when the throttle is open and closed.
Maybe not alot of help, sorry

run on the engine its at 2900Rpm's idle the engine sound like some was on the gas pedal. What is the problem TPS?

TPS? most likely not, would look at maybe a simple linkage binding problem. Perhaps a really dirty TB, start with the basics
 






really the only way to test a TPS is to hook up your leads on OHMS and turn the butterfly through all the ranges. If you ever get an OL -- you need a new sensor

I got 3.13K ohm closed and 414 ohm open is that right?
 






The one in the pic is 3.00/3.7, bout all I can tell ya.
 






sounds right. At idle you should have about a volt, and at WOT it should be closer to 5 volts
