Fuel Flow Problem

Can anyone tell me if when you remove the fuel filter and with ignition on if the fuel should flow or is there a safety solenoid somewhere.... My sons Explorer doesnt seem to be getting fuel. I replaced the fuel pump and you can hear it energizing when you turn on the ignition, but with the filter on or off there is no fuel coming through the line.... I have replaced all the relays under the hood... the fuses... and the enercia switch... all seem good...
Any ideas would be great as I would like to have his Explorer ready for him when his ship gets back to port....

Check the won't start 911 a week or two ago turns out the fuel and return lines got crossed. Could that be your problem?

Welcome to this forum! I was also thinking that the filter could have been put in backwards like everybody else said. Just as a precaution, always bleed any pressure out of your system prior to working on a fuel line. Never work on a fuel line with the electrical system on. When you turn the key, you should hear the fuel pump turn on for a few seconds, then shut off. By the way, if you don't get a check engine light when you turn your electrical system to the accessory position, you won't have any power on your fuel pump either. If there is no power going to your fuel pump, it could be a relay, fuse, inertia switch, or a bad ground connection somewhere.
