Hard Starting

2000 ford explorer
I have a 2000 Ford Explorer, 5.0 engine, AWD. I have a really hard time starting it everytime. It tries to start after some lengthy cranking and when it does try, it acts like it's starving for fuel and even backfires. I feather the fuel pedal until it starts to run smoothly. Supposedly, there is a new fuel filter and fuel pump that were installed in September. The codes say that it's running lean on both banks. Any ideas?
 






Try switching the key on and off about 4 times, leaving it on until the fuel pump stops. then on the 5th time turn it all the way to the start position. see if this helps to start better. If it does it is a good clue as to what is going on so report back
