helplessly lost

I'm trying to change the fuel filter on my 2003 sport trac but even with the release tool I can't get the filter off. Any suggestions?

The spring could be a bit dirty, and not releasing all the way up to the tube wall.
you might spray some wd-40 at it to wash it out.
then,with the tool inserted, try pushing the fitting further together right before pulling it apart. If you can get it working back and forth it seems to help

Did you relieve the pressure? Running it without the FP relay until it stalls will use up much of the pressure, but try the schraeder valve on the fuel rail to get it to zero.
