Hood sagging?

The hood on my '98 X is saggin lower on passenger side than on the driver's, so low that it is below the quarter panel.

Both of those rubber pads that the hood rests on when closed are rusted out, though I don't know if that is causing the problem.

Anyone know how I can get the hood level again?

Are you saying where the rubber pads meet the hood or where the rubber pads are mounted to the fender? Pics would help.

The rubber hood stops are used to set the hood height... It they are rusted out you can replace them.. Go to a bone yard and pry up a few and pop them in place.. turning them in/out to adjust height.

Both of the rubber stops are rusted off of their original mounts and just slumped over.

I was not sure if this is the problem but it sounds like it.
