Solved Need help with no start problem

I have a 1993 Ford Explorer XLT with the 4.0 engine. When I bought it the gas gauge wasn't working and I was told the sending unit in the tank was bad. Fast forward about 2 months. Truck has been running perfect. I go to leave work one night, it starts right up, I start to back up, then it dies on me. I try to start it, the engine just cranks but won't start.
So I figure I am just out of gas. I walk to the nearest gas station get a can of gas, put it in truck, but still no start. I wasn't quite sure I could hear if the fuel pump was priming due to the loud trucks around me. But I figured it had completely gone out at this point. But just in case I check the inertia switch. It was fine. I checked the fuel pump relay and it was fine. I also checked the fuel pump fuse and it was fine.
Well I got it towed home. The next day cut open a hole behind the driver's seat and replaced the fuel pump with a new one. Went to try to start it, but couldn't hear it start to prime, and truck wouldn't start. Checked inertia switch, relay and fuse again. They were fine. Put 12v to old pump and it fired right up.
Then I got under truck and check voltage output at the connecter. For the sending unit it was getting 8 volts. But the pump itself was only getting 1.5 volts. So then I hotwired it directly to battery. The fuel pump would then fire up, but truck still won't start.
If I use starting fluid it tries to start until the ether runs out. I checked the fuel pressure at the fuel rail and it is getting 35 psi.
Any ideas what I am missing? Why would there be only 1.5 volts going to the pump?:(

Okay checked for spark on vehicle this morning. Not getting a spark. So help???? Any ideas???? Could it be crankshaft position sensor? Ignition control module? Coil? I don't want to go out and buy part by part and find out the parts I buy aren't needed. Am on a very tight budget.

Usually if you aren't getting spark AND you're not getting fuel, look to see if the PCM is getting power. When you turn the key to ON does the Check Engine light come on? If not that's a sign that the PCM isn't getting power at all. PCM has its own fuse (EEC) and I believe a relay as well.

If the PCM blew its fuse it's usually due to wires getting burned up because of landing on a hot manifold or chafing against something sharp. Had it happen to me.

If you have 35psi at the fuel rail, the pump has primed the system. Was that a result of running the pump manually first? My thought is that if you primed the system using a secondary 12v source to the pump, then cranked the engine, the pressure in the rail wouldn't be released (through injectors) because the PCM isn't driving the injectors to open.

And thank you arco777. It was the fuse for the acm/eec. Changed it and truck runs fine now. If I had only known that back on Sunday would have saved myself some money, work, and headache. Lol. Oh well next time.
